A tragic drowning that claimed the life of a 3-year-old child in Bleckley County is serving as a reminder to parents and caregivers about the importance of properly fitting and securing life jackets around water.
James Joseph Farland Jr., 3, of Rochelle, died Sunday, June 14, at Bleckley Memorial Hospital following a drowning incident at a private swimming pool on Limestone Road, according to Bleckley County Coroner Michael Francis.
Speaking to other media outlets, Francis described the incident as a tragic accident and emphasized the importance of ensuring life jackets are properly fitted and secured before children enter the water.
According to Francis, the child’s life jacket was not properly fastened, contributing to the tragedy.
The incident highlights a safety concern frequently emphasized by water safety experts: a life jacket can only provide protection when it is the correct size and properly secured.
Experts recommend using U.S. Coast Guard-approved personal flotation devices for children rather than relying solely on pool floats, inflatable water wings or puddle jumpers. Life jackets should be selected based on a child’s weight rather than age, and parents should carefully review manufacturer guidelines before use.
Safety professionals recommend performing a “shoulder lift” test after securing a life jacket. If the vest rides up over a child’s chin or touches the ears when gently lifted at the shoulders, it may be too large or require additional adjustment.
Many child-sized life jackets also include a crotch strap designed to prevent the vest from slipping over a child’s head in the water. Experts advise ensuring all straps and buckles are securely fastened before children enter the water.
Officials also stress that life jackets are not a substitute for active adult supervision. Children should remain within arm’s reach of a responsible adult while swimming, regardless of whether they are wearing a flotation device.
Farland was born Sept. 12, 2022, and is survived by his parents, James and Tina Farland, along with three sisters, according to his obituary.
Funeral services are scheduled for 11 a.m. Saturday, June 20, at the M.G. Frazier Memorial Chapel of Frazier & Son Funeral Home.
As families spend more time around pools, lakes and rivers during the summer months, don’t forget to double-check life jackets and other water safety measures before children enter the water.
